RPly it would make more sense for the tower to sell them. Being that those would be greatly used items there and all.

Mostly looking for their sale at the tower specifically. For a couple reasons, it's a place of study and also because having to make a square run from the tower is a time sapper. I can blow through 70 blank scrolls no problem.
