Spellcasting and Ability Scores

In a recent post about server changes, I noticed how there was a mention that spellcasting PRCs require actual casting stats in order to qualify. This prompted a question in regards of that, will a character with base 16 in a spellcasting ability score and a +3 item be able to cast level 9 spells?
