Tempest Questions

I have a few questions regarding the new tempest PrC.  Firstly, would a ranger be able to meet the requirements for the class? Strictly speaking, what they get is Dual Wield, not Two Weapon Fighting, so rangers would likely not qualify, even if, by all logic, they should, considering that they're both classes for lightly armored dual wielders.

Secondly, the class abilities that require, say, DEX 21 or what have you, How precisely does that work?  Are these, more or less, bonus feats that the class gives you, that you need the DEX bonus to qualify for?

Ranger will qualify, if they meet the other requirements.

The feat requirements listed are for those non-tempests that want to take those feats.  Tempests will gain the feats at the listed level.  This is similar to how Monks gain things like Knockdown, Cleave etc, even if they don't meet the requirements to do so as another class.
